THE BILL TO OUTLAW horse slaughter remained alive through the first three days of the veto session of the state legislature, which concluded Thursday. Rep. Bob Molaro (D-Chicago) remains optimistic that the measure could overcome the pitchfork fringe and become law when the second half of the fall session begins Nov. 18.
