Great job there John, thank you!  If you write Bob again a few points you might make:

The horse population has remained stable over the last ten years yet slaughter numbers have dropped from over 300,000 to about 50,000.  The extra numbers not slaughtered have not lowered the price of horses, nor are starving horses wandering the streets.

The horse industry does not try to make laws for the cattle industry, why are they allowed to make laws for us? 

If horses are treated like other livestock to protect them during drought (as he stated) the extra government money and the loss of revenue in sales tax, new agricultural exemptions for horse property, and other agricultural perks the horse industry will now be entitled to will increase the burden on the American public and cost much more then any revenue ever generated directly in the States by the slaughter of horses.
